Do not track version-release tags in import_image

When import_image runs, it ensures every primary tag is tracked
in by the ImageStream object. This is done to allow layered images
to be triggered by changes in the tags. The {version}-{release}
tag is not meant to be transient. Once it exists, it won't point
to another image. This change makes import_image plugin ignore
processing of {version}-{release} tag.
