Sort all the imports with isort

This eliminates a bunch of pylist warnings, making the remaining ones
more useful.

Also eliminate `__docformat__` in touched files because
restructuredtext is now the default.

Also eliminate logger declarations in files that aren't using them.
That should speed up startup and reduce memory usage by a tiny bit.
