Add a syntactic construct for conditional statements.

The "cond" block allows the user to specify a series of conditions
(goals) and actions. The first condition to succeed has its action
executed and the block terminates. Syntactically, the construct is
modeled after Racket's cond expression, though semantically it is
roughly analagous to Prolog's ->; idiom.
