Commit Message

Changing read logic for rulesets. (#81)

- A Ruleset now exposes read-only views of its mapping and rollup rules along with their histories. These are available through the MappingRules and RollupRules methods on the RuleSet interface. Also adding accessors for CreatedAt and LastUpdatedAtNanos for a ruleSet.

- Removing the update structures used for create and update calls in favor of using the views added in this P.R.
