ci: disable footer-leading-blank, git range error fix & log debug info

- Rule disabled as linter can not detect footer-leading-blank as seen in #572
- Occassionally commitlinter would throw a invalid range error. Applied the fix here:
https://github.com/travis-ci/travis-ci/issues/4942#issuecomment-159132444
- Log out TRAVIS env variable for debug purposes (in case above issue still present).
