Support any ntime, alignment in correlator kernel

- Adds a WAR for the texture alignment requirement.
- Adds a tail loop to the kernels for the last K % 4 elements.
- Expands tests to include these new general cases.
- Also removes the child streams for the on/off-diagonal kernel
  launches, which provided little benefit in practical use-cases
  and only served to impose performance overhead and profiling
  clutter.
