Move immigration sync construction to `_send`.

When syncing an uninitialized, immigrating citizen we need to search
through the log for the immigration entry for that citizen. This was in
the `_sync` method that is used to create messages for requests and
responses, but initialization will only take place during a request,
never during a response.
