CLEAN: Remove msg.context, legacy module loader

This comment finally deprecates some of the older code that is no longer
seeing use. Contexts have been fully replaced by RIs in core, so this
removal should be uncontroversial. The legacy loader has been replaced
by the superior "import" based loader. Blame this commit when your
module doesn't load anymore.
