consumer network recovery (#758)

* Add operational network errors to list of recoverable errors for consumerGroup recovery

* Update consumerGroup to attempt recover from KafkaClient request timeout

* Consume rest of response if handler is not found

* Fix issue where polling brokers can become stuck during network issues

* add more network errors

* Fix issue where connect broker callback can be called more than once

* reconnect event should reconnect if needed
