API: rm arg `roots` of method `autoref.BDD.collect_garbage`

At this interface level, any roots will be given as `Function`
instances, so they will remain referenced. Conversely, if they
are dereferenced within the method `collect_garbage`, then any
`Function` instances in user space that reference deleted nodes
become corrupted. To guard against this, `Function.__del__`
needs to check whether the low-level node still exists.

Simple is better than complex [PEP 20]. Explicit garbage collection
is rare even at the low level. At the high level dynamic reordering
invokes garbage collection. If passing `roots` explicitly is
really needed, then `dd.bdd.BDD` is more suitable to work with.
