Updating to make ModInst 100% unit tested, adding various bug fixes, and updating coverage to only look at unit-testable items (#270)

* Adding tests. Two tests are skipped and will be investigated by Mark Silva

* Adding ability for system tests to show only tests in library*.py as unit tests should cover all python files
