Simpler metadata merge (#272)

* Test for merge function - temporary file

* Visual Studio Code files

* Add a dependency so that when metadata_utilities.py changes, driver files are rebuilt

* Simplify merge_dicts implementation. Fix #271

Tests can be run by invoking:

    python3 -m pytest test_metadata_utilities.py

* Extra tests and fixes

File will be deleted regardless, replaced by
build/test_metadata_utilities.py

* trim trailing whitespace

* Give explicit names to tests

* Moved unit tests for metadata_utilities.py into same file.

* Add metadata_utiltiies.py tests to tox.

* Remove temporary test file.
