Add scripts to load and parse google docs

These little scripts make exporting and parsing google docs easy.
For example, to load, parse, and pretty print the latest version
of the reference document do:

```
$ export DOC_ID=1E4lncZE2jDkbE34eDyYQmXKA9O26BHUiwguz4S9qyE8
$ ./bin/article_json_export_google_doc.rb $DOC_ID \
    | ./bin/article_json_parse_google_doc.rb \
    | jq .
```
