Separate rho logging from other logging (#285)

* Separate rho logging from other logging

Using a separate logger for rho than the rest of Python lets us
control rho's logging level separately from other modules. This
reduces the log noise a lot when using verbose output.

In addition, use the new separate logger to log WARNING and
higher-level messages from rho directly to stderr.

* Move setup_logging after ensure_data_dir_exists
