(maint) Return response in download_file if HTTP status > 400 (#259)

Previously, all information about the HTTP response was contained
inside Leatherman.curl's download_file function. Now a download_file
signature is provided to get the response. On HTTP 400+ responses,
the response content is returned as part of the response.
