Always return streams in text mode from StaticResource

Previously, when path was specified in the a:b/c notation, the returned
file was opened in binary mode (in Python 3), while specifying it in
/a/b/c notation opened the file in text mode. This caused problems with
json.load and is generally bound to cause grey hairs.

This fixes loading the stats file in py3 < 3.6
