Commit Message

created separate module for handling datetimes

- given that this turned out to be not as straightforward with all the possible options, made datetime_handler in to its own function
- also created column_handler function for moving around columns in files as it's done in various cases
- cleaned up wrangler and wrangler_utils accordingly
- added a shell script 'commit' for handling precommit checks on local
- cleaned up test_script.py
