Loosening acceptance criteria for HW distribution system tests (when we changed which of the 10 unit draw profiles we were using for each end use in the last commit that changes the draw volumes and test results, at some point we'll have to get new numbers from BEopt to compare against). Also removed a reference to unit dhw sched index in HW distribution measure.
