Allow printing cluster data as JSON to stdout (#68)

* Log to stderr

This will allow to separate logs from other output so that it can be piped into another command

* Install nose-nocapturestderr to avoid printing stderr output from logs during tests

* Add --output-json argument to dump cluster description to stdout

This allows parsing the result of rebalance --generate with external scripts which can be used to verify re-balancing JSON contains initial state of the cluster (before:) and after any partition re-assignment (after:)
