fixtures: collection and JSON data fixtures

* Adds collection, terms, news articles, and data policy fixtures from the
  standalone `cernopendata-fixtures` repository.  Does not add MARC21 record
  fixtures as they will be soon replaced by their non-MARC counterparts.

* This commit cherry-picks code from the `cernopendata-fixtures` repository
  that was authored by Ioannis, Jiri, and Pamfilos and amends it as necessary
  by the package move.
