Fix #163 Scope ARG and ENV to a build stage

ARG and ENV instructions are not global to a Dockerfile and are only
relevant in the build stage that they are declared in. As a result,
any operation that act on ARG or ENV variables should only affect the
instances that are found in the containing build stage.
