pulp_pull: Avoid waiting for images that never show up via the v2 api

If we have push_with_pulp and pulp_pull configured, but not pulp_sync, then
pulp will never up exposing any images by the v2 api, and we'll wait for
the full timeout before continuing on to pull the images (by the v1 api).

To fix this we need to record whether pulp registries are added for syncing
or pushing, and if a registry was only added for pushing, then skip trying
to look for manifest digests via the v2 api.
