Add make target "prepare-classic-extension"

Can be used in classic installations
that use git submodules. Those need to download
the composer dependencies into Resources/Private/PHP/

Before deployment one may call
  make -C typo3conf/ext/slim_typo3 prepare-classic-extension
to download the required dependencies.
