[#1308] Fix routes without trailing slash

All routes now have a trailing slash, so both `/cubes` and `/cubes/`, for
example, work. See the "Unique URLs / Redirection Behaviour" in Flask docs to
understand why this happens.

Fixes openspending/openspending#1308
