initialize the extMap

Given the following scenario

	vm := jsonnet.MakeVM()
	vm.ExtVar("foo", "bar")

calling the `ExtVar` and `ExtCode` methods of a vm result in a panic
because the map has not been initialized, this patch adds
initializes the map.
