remove empty params from redirct flow request

it would seem that empty params can cause GoCardless to make assumptions
about the scheme we might want, such as setting swedish_identity_number,
although i'm not convinced but this will make debugging easier

add the GOCARDLESS_DEBUG ENV to B::G::Client for printing out the
request and response JSON, again for easier debugging

bump VERSION and Changes for CPAN release
