Add scraper for LibDemNewbies - resolves #72 (#74)

Add scraper for LibDemNewbies - http://libdemnewbies.org.uk/
- Parsing data out using regex since the entries are mostly plain text
- Default to "unknown" when cause not present
- Uniquely identify LibDemNewbies elections with synthesised URL
  - The page of elections is plain text, so create a unique URL by encoding location and date in the fragment. This should be enough to uniquely identify elections on that page.
- Allow creation of election ids using same logic as ALDC
