WIP: ciao-cli: Support using basic HTTP auth

If the CIAO_IDENTITY environment variable/command line option is not set
then use HTTP basic auth to talk to controller. Currently the tenant
must be specified for commands that need it but in the future the list
of tenants will be obtained from the the HTTP api.
