Add statistic summary tables

This enables CATMAID's statistics endpoints to use summary tables that
can be updated asynchronously. Summaries are expected to be in an hourly
basis. Typically these statistics would be updated over night from a
separate process (e.g. Celery) using the catmaid_populate_summary_tables
management command:

  manage.py catmaid_populate_summary_tables

By default, this summary update is incremental and only the last hour
for which summary statistics are available is recomputed. The management
command accepts a "--clean" switch to delete all existing data before
recomputing it. It can also compute statistics only for particular
projects by supplying them using the "--project_id" parameter.

Tests are added as well. Also, there area more summary table column
fields than what is currently in use. These have been added to make
adding some additional planned statistics easier.
