Adding initial version of Repokid Dispatcher

Repokid dispatcher listens for commands on a queue and responds
by performing actions and then notifying an SNS topic about the
success or failure.  Initial supported use cases:

 - List repoable services
 - List rollbacks for a role
 - Perform rollback for a role
 - Set opt-out for a role
 - Cancel opt-out for a role
