Add statistic summary tables

This enables CATMAID's statistics endpoints to use summary tables that
can be updated asyncronously. Summaries are expected to be in an hourly
basis. Typically these statistics would be updated over night from a
separate process (e.g. Celery) using the catmaid_populate_summary_tables
management command:

  manage.py catmaid_populate_summary_tables
