add Gx as API modules and AAA provider

Using Gx as AAA provider is somewhat awkward as Gx does not have
AVPs for credentials. So, then using it, whe have to assume that
something else does the credential checking before Gx is used.

The Gx API can be used to implement more complex use cases outside
of the ergw_aaa session logic.
