public: Refactor handlers, extract validateTarget

This contains a few minor updates in preparation for the edit link view:

* All button click handlers call `preventDefault` on the click event.
* The `validateTarget` function provides client-side URL validation.
* `createClickHandler` passes through a `data` argument.
* `stubCreateClickHandler` allows for validation of
  `createClickHandler` calls without executing the actual handler.
* The `createClickHandler` test constructs its own test elements rather
  than executing the `createView` click handler.
