Commit Message

Use raise_per_errno and related consistenty

Add the ErrChecker class which contains the raise_per_errno,
check_null and check_errno methods which were used by pool.py for
error checking and exception raising. pool.py, pmem.py, pmemblk.py
and pmemlog.py now all use this class which also adds consistency
to the type of exceptions being raised and makes the code easier to
maintain.
