feat(EventTargetInterruptSource): constructor takes options that include flag for using passive even

Because not all browsers implement passive event listeners, you need to detect browser support and
enable this yourself when setting up interrupt sources. You can now use
`createDefaultInterruptSources({passive: true})` rather than `DEFAULT_INTERRUPTSOURCES` to still
utilize the default sources, but only enable passive listeners when the client's browser supports
