feat(extract): switch to tar@3

Additionally, this makes pack-dir act much closer to the native npm pack
semantics by using `npm-packlist` instead of a naive pack.

BREAKING CHANGE: tar@3 has somewhat different semantics for a few
things, and some existing cases that were not issues before might break.
