Bug fix: Force returned output states to be a copy

This fix helps avoid an issue where users store the output states for
later use. As the pre-fix code returned a NumPy array, it was returning
a pointer to the output states stored within the MarkovNetwork object,
which could be updated by subsequent calls to update_states().
