moving changes on cnx-archive to cnxmltransforms

  - Fix tree_to_json arg type used in transforms

    In CnxmlToHtmlReferenceResolver, when the SQL function tree_to_json is
    used, the argument types are set to (uuid, text), but the type
    definition of tree_to_json is actually (text, text).

  - Ensure json

    * make sure we always get json - plpy doesn't always autoconvert return value

    * make mock plpy act more like actual, and not auto-convert json

    * reset json conversion for non-plpy tests

    * add a test to increase coverage of mocked plpy

  - No need to flatten tree twice
