fix *current-cache-directory* parameter

1. Fix the contract in the documentation
2. Strengthen the contract in the implementation
3. Change the default behavior ...
   - instead of trying to make `./compiled/with-cache/` be the default
   - just use `./compiled`
   - and assume that `./compiled/` already exists
   - so no more having `cachefile` build directories
