Improve routing and error handling of web tasks

Routing of web tasks and their packages may now be set up in a
more standard way using TaskConfiguration. This allows routing of
complete packages and also of unique tasks.

Error handing is improved so that if a routing errors occurrs it
is handled via standard routing error handling.
