Updated package requirements and min.constraints.

Updates for indirect dependencies in requirements.txt and
dev-requirements.txt:
- Commented out the indirect dependencies. Specifying them
  is not helpful, because the management of indirect
  dependencies should be left to the packages requiring them
  directly. We can still specify them if there is a problem and
  we need an immediate solution.
- Removed version requirements from the commented-out indirect
  dependencies, because they will quickly become outdated if
  the dependencies are commented out.
- Documented licenses of indirect dependencies.
- Documented the dependency chain of indirect dependencies up to
  the first direct dependency.

Other changes:
- In requirements.txt, moved "requests" from indirect deps
  to direct deps.
- In dev-requirements.txt, added "python-coveralls" as a direct
  dependency.
- In minimum-constraints.txt, added "funcsigs", "python-coveralls",
  and "pkginfo".
