Added functions for jellium Trotter error (#111)

* Added functions for jellium Trotter error

* Ensuring proper dict.values() type

* Actually updating instead of uploading randomly

* Deleting misplaced file

* Updates addressing PR comments

Significant change: all functions can now handle full dual basis Hamiltonian. When it makes a difference an optional parameter jellium_only can be specified.

The only change outside the _dual_basis_trotter files are 1. changing the commutator in operator_utils and 2. moving commutator tests to _operator_utils_test.

* Adding things in the right place for once

* Adding things in the right place for once v2

* Removed __name__ = __main__ block in dual_basis_trotter_error

* Fixed naming and indentation causing test coverage drop

* Function name change in test file

* Restoring n_qubits variable which got killed in indentation earlier

* More name changes to fix internal error
