Fix #68 Use ENV's variable if there is a conflict

It is possible for both ARG and ENV to set a variable equal to some
value. However, since an ENV instruction's variable definition
overrides the one defined by an ARG, the value of an ENV's variable
should be displayed when a user is hovering over a variable that is
defined by both ARG and ENV.
