Make `Chart.helpers` importable (#4479)

Properly export helpers and remove dependencies to `Chart.helpers`. Helpers can now be accessed from `src/helpers/index.js` (`var helpers = require('path/to/helpers/index')`, instead of `var helpers = Chart.helpers`).
