WIP #68 Support ENV instructions with the space delimiter

ENV instructions may declare their variables with the equals symbol
or with a space. Environment variables that are defined with a space
delimiter now has support for textDocument/definition,
textDocument/documentHighlight, textDocument/hover, and
textDocument/rename.
