[Issue #3] Handle used ports (#6)

* Incremental changes

Incremental changes to handle used ports. Adding lots of checking, and
reworking arguments models to allow for them to be created based on
existing models, which lets us make updates during the launch process.

* Add launch listener

Added HydrogenLaunchListener to put ports back into the pool upon
termination of the launch

* Unit tests
