kubicle: Allow users to specify k8s version

kubicle by default installs k8s 1.6.7 a version known to work with ciao.
However, users can now override this default via the --k8s-version option,
e.g.,  --k8s-version=1.6.6.  If you want to install the latest version
set --k8s-version to an empty string.  The latest version of k8s doesn't
currently work with kubicle due to a race condition which is why we default to
1.6.7.  Going forward, the default will probably change to "", which means
install the latest version.
