Fix Makefile

This sometimes failed, when the `uicopy` test for the destination
directory not existing didn't work as expected,, which meant the
`mkdir` didn't happen, and then the `cp-R` to put files in place
silently continued despite the rather significant error that the
destination directory didn't exist, instead putting the files in the
`build` parent directory. Use `mkdir -p` instead of the failing test,
which creates the directory if absent or leaves it in place if present.
