Support DB and WAL Paths

When using bluestore the journal parameter is redundant however the locations of
the RocksDB metadata and WAL can be specified on separate SSD or NVMe devices.
This makes these first class citizens of the OSD type in order to make use of
the sysfs based physical location translation.
