Ensure we don't attempt to read more bytes than a file contains

Corrupt tags can lead us to attempt to read a large amount
of data, which can hit php memory limits when allocating
the space, even if the file doesn't contain that much data.
So by reading in chunks and checking for eof we can avoid the issue
